		<description>The notion that Astana Finance has 12 months to formulate a debt restructuring plan is misguided.  There are creditor groups (such as ABBA - see kzbonds.com) preparing action that will result in the liquidation of this entity well inside that time-frame.  IF SK is not going to contribute capital to this quasi-sovereign (25% owned by SK) then creditors are prepared to take matters into their own hands.</description>
